Mr. Rick L. Tillotson, Senior Civilian Executive Assistant

Mr. Rick L. Tillotson is currently serving as the Senior Civilian Executive Assistant for the 21st Theater Sustainment Command.

 

He enlisted in the Army and served as an Infantry Soldier and officer in the Illinois National Guard and later branch-transferred and entered active duty as a Finance Officer in January 1989.  He was initially assigned to the 33rd Finance Battalion, 10th Mountain Division at Fort Drum, New York.  During this assignment he served as the Chief, Pay and Examination; Battalion S3, and HHC Commander.

 

Following his tour at Fort Drum, Mr. Tillotson attended the Finance Officer Advanced Course at Fort Benjamin Harrison, Indiana.  He was selected as the Distinguished Honor Graduate and chosen to serve as an Instructor at the U.S. Army Finance and Adjutant General Corps Schools.  He subsequently took command of and later inactivated the Army’s Finance Advanced Individual Training Company and established a new company in 4th Training Brigade, Fort Jackson, South Carolina.

 

Upon completion of command, he was selected to attend fully-funded graduate school and completed a Master of Business Administration (MBA) earning the College of Business Distinguished MBA Award for Academic Excellence.  His utilization tour was in the 266th Finance Command located in Schwetzingen, Germany, where he served as the Brigade Executive Officer and Brigade S3.

 

Following attendance at the Command and General Staff College, Mr. Tillotson was assigned to the Army Staff in the Office of the Deputy Chief of Staff, G1 where he served as a Compensation Program Analyst.  In March 2003, he volunteered to deploy to Operation Iraqi Freedom (OIF) and managed the theater’s seized currency mission and served as the Chief, Internal Controls.  During the deployment, he led the retrograde of a captured currency shipment totaling over 680 million dollars in cash.  Following the deployment, he returned to the Army Staff where he managed the Army’s multi-billion dollar Basic Allowance for Housing Program and also served as the Army Thrift Savings Program manager.

 

Following his assignment to the Pentagon, Mr. Tillotson took command of the 39th Finance Battalion headquartered in Hanau, Germany.  Next, Mr. Tillotson served as the Assistant Chief of Staff, G8 for the 1st Armored Division, headquartered in Wiesbaden, Germany, where he served on a 15-month deployment to Iraq as a member of Task Force Iron.

 

Following attendance at the Air War College at Maxwell Air Force Base in Montgomery, Alabama, Mr. Tillotson served as the Benelux Garrison Commander in Chievres, Belgium where he was responsible for providing support to North Atlantic Treaty Organization (NATO) forces stationed in Belgium, the Netherlands, France, Luxembourg, England, and Western Germany.

Upon retirement from the Army, Mr. Tillotson worked for the Veterans Health Administration in Tomah, Wisconsin serving as the Deputy to the Medical Center Chief of Staff. Additional education includes a Bachelor of Science in Finance and a Master of Arts in Education.
